ERATING PERMIT

To All Interested Parties:

The Georgia Environmen-

tal Protection Division an-

nounces its intent to issue a Ti-

tle V Air Quality Operating

Permit to Camden County

Solid Waste Department. The

facility is located at 5395

Highway, 110 Woodbine,

Georgia. The primary pur-

pose of this permit is to identi-

fy and consolidate existing

State and Federal air require-

ments applicable to Camden

County Solid Waste Depart-

ment and to provide practi-

cal methods for determining

compliance with these re-

quirements. The Georgia En-

vironmental Protection Divi-

sion (EPD) is preparing Title V

Operating Permits in accor-

dance with Title V of the

Clean Air Act. This permit will

be enforceable by the Geor-

gia EPD, the U.S. Environmen-

tal Protection Agency, and

other persons as otherwise

authorized by law.

Operation of a Municipal

Solid Waste Landfill

The draft permit and all in-

formation used to develop

the draft permit are available

for review. This includes the

application and all other rele-

vant materials available to

the permitting authority. This

information is available for re-

view at the office of the Air

Protection Branch, 4244 Inter-

national Parkway, Atlanta

Tradeport - Suite 120, Atlanta,

Georgia 30354. Copies of the

draft permit, narrative, and

permit application will be

available through our internet

site

http://epd.georgia.gov/air/dr

aft-title-v-permit. (Please

note that the Internet is gen-

erally accessible from most

public libraries in Georgia.)

If copies are desired, a

copying machine for public

use is provided by EPD at the

Atlanta Air Protection Branch

office. There will be a copy-

ing charge of $0.10 per

page. Copies will be made

on a first-come, first-served

basis. Files are available for

review and copying 8:30 a.m.

to 4:00 p.m., Monday - Friday,

excluding holidays.

You are hereby notified of

the opportunity to submit writ-

ten public comments con-

cerning the draft Title V Air

Quality Operating Permit.

Persons wishing to comment

on the draft Title V Operating

Permit are required to submit

their comments, in writing, to

EPD at the above Atlanta Air

Protection Branch address, or

via email to epdcom-

ments@dnr.ga.gov

(email

comments must include the

facility name and Air Permit in

subject line). Comments must

be received by the EPD no

later than 30 days after the

date on which this notice is

published in the newspaper.

(Should the comment period

end on a weekend or holi-

day, comments will be ac-

cepted up until the next

working day.) The Division, in

making its final decision to is-

sue the Title V permit, will con-

sider all comments received

on or prior to that date.

Any requests for a public

hearing must be made within

the 30-day public comment

period. A request for a hear-

ing should be in writing and

should specify, in as much

detail as possible, the air

quality related issues that

constitute the basis for the re-

quest. Where possible, the in-

dividual making the request

should also identify the por-

tion(s) of the Georgia Rules

for Air Quality Control and/or

the Federal Rules that the in-

dividual making the request is

concerned may not have

been adequately incorporat-

ed into the draft permit. If a

public hearing on the draft Ti-

tle V Operating Permit is to be

held, the date, time, and lo-

cation of the hearing will be

provided in a subsequent,

separate public notice. At

that hearing, anyone may

present data, make a state-

ment or comment, or offer a

viewpoint or argument either

orally or in writing concerning

the draft Title V permit. During

the Division's decision-making

procedures to issue the Title V

permit, any information re-

ceived during a public hear-

ing will be considered togeth-

er with information received

during the comment period.

Following this 30 day pub-

lic comment period, the draft

permit will undergo a 45 day

review by U.S. EPA in accor-

dance with 40 CFR 70.8. Infor-

mation pertaining to U.S. EPAs

review period can be found

on their website at

http://www.epa.gov/caa-

permitting/georgia-pro-

posed-title-v-permits.

After the comment period

has expired, the EPD will con-

sider all comments, make any

necessary changes, and issue

the Title V Operating Permit.

Copies of the final Title V Op-

erating Permit, comments re-

ceived, EPDs responses to

comments, and any other rel-

evant information will then be

made available for public re-

view during normal business

hours at the office of the Air

Protection Branch. A summa-

ry of comments and any

changes made to the final

permit will be found in an ad-

dendum to the narrative. A

copy of this narrative and the

final Title V permit will be

added to the information al-

ready available at the inter-

net address given above.
